Write a statement of qualifications for a public-sector design contract
A qualifications-based submittal for an architecture or engineering selection, organized around the agency's evaluation criteria.
The prompt
Help me write a statement of qualifications responding to a public-sector request for qualifications (RFQ) for architecture or engineering services.
Agency and project: [e.g. "county public works, wastewater treatment plant upgrade"]
Required format: [e.g. "federal SF 330 Parts I and II", "state form", "agency's own outline" - include page limits]
Evaluation criteria and weights: [PASTE from the RFQ]
Our proposed team: [prime, subconsultants, key staff with roles, licenses, years, and relevant projects]
Relevant past projects: [for each: client, size, cost, completion date, our role, outcomes, reference contact]
Our differentiators: [local office, specialized expertise, small-business or disadvantaged-business participation, prior work for this agency]
Known concerns: [e.g. "we haven't worked for this agency before"]
Produce:
1. A compliance matrix: each RFQ requirement, where we answer it, and any gap.
2. A response outline mirrored to the evaluation criteria in the order the agency scores them.
3. Draft text for the project understanding and approach section, showing we understand this specific project's risks.
4. Project descriptions rewritten to emphasize relevance to this project (similar size, delivery method, regulations, owner type).
5. A key-personnel section linking each person to the criteria.
6. A checklist of required forms, certifications, and signatures.
Remember that qualifications-based selection usually ranks firms on qualifications before fees are discussed, so do not include fee information unless the RFQ asks. Do not invent projects, outcomes, awards, or credentials; mark gaps [ADD]. Keep within the page limits I give.
Highlighted [brackets] are blanks to replace with your own details.

How this prompt is built
This prompt follows the Few-Shot structure (Few-shot prompting). A few-shot prompt includes one or more worked examples of the input and the output you want, so the model can copy the pattern instead of guessing it.
