Build a logic model and performance measures for a public program
A logic model linking resources to outcomes, with output, outcome, efficiency, and equity measures you can report to councils, legislators, or funders.
The prompt
Help me build a logic model and performance measures for a public program.
Program: [NAME, purpose, who it serves]
Goal the program supports: [strategic plan goal, statute, grant objective]
Activities: [what staff actually do]
Resources: [budget, FTEs, partners]
Data we already collect: [systems, fields, how often]
Who we report to: [council, legislature, federal grantor, public dashboard]
Produce:
1. Logic model table: Inputs | Activities | Outputs | Short-term outcomes | Long-term outcomes, with the assumptions linking each column stated explicitly.
2. Measures (8-12) across four types: workload/output, efficiency (cost or time per unit), outcome (change for residents), and equity (results broken down by group or geography). For each give: name, exact definition, formula, data source, frequency, baseline [ADD], and target [ADD].
3. A quality check for each measure: is it within the program's influence, can it be gamed, and is the data reliable today?
4. Gaps: outcomes we care about but cannot measure yet, and the cheapest way to start.
5. A one-page reporting layout for elected officials.
Rules:
- Do not confuse outputs ("applications processed") with outcomes ("households stably housed after 12 months").
- Do not invent baselines, targets, or benchmarks. Mark them [ADD] or [CONFIRM].
- Flag measures that would require collecting new personal data, and note privacy and data-sharing considerations.
Highlighted [brackets] are blanks to replace with your own details.

How this prompt is built
This prompt follows the RTF structure (Role, Task, Format). RTF tells the model who to be, what to do and what shape the answer should take. It is the quickest structure that still gives noticeably better results than a bare request.
