A council or board staff report with background, analysis, fiscal impact, options, and a recommended motion elected officials can act on.
The prompt
Write a staff report for an upcoming council, commission, or board meeting.
Governing body and meeting date: [e.g. "City Council, regular meeting"]
Item type: [action item / consent item / discussion only / public hearing]
What we are asking them to do: [e.g. "approve a contract", "adopt an ordinance", "accept a grant"]
Background and history: [prior actions, dates, why this is before them now]
Analysis and facts: [KEY DATA, findings, legal requirements]
Fiscal impact: [cost, funding source, budgeted or not, ongoing vs. one-time]
Alternatives considered: [OPTIONS]
Public input received: [SUMMARY, if any]
Related plans or policies: [e.g. "general plan", "strategic plan goal 3"]
Structure the report as:
1. Title and recommended action, written as a motion the body can adopt word for word.
2. Summary (under 120 words) for officials who read only this part.
3. Background.
4. Discussion and analysis.
5. Fiscal impact, including the account or fund if I gave one.
6. Alternatives, each with its consequence.
7. Environmental, legal, or equity considerations I named.
8. Attachments list.
Rules:
- Neutral, factual tone. Staff reports inform; they do not lobby. Present alternatives fairly.
- Plain language a resident reading the public packet can follow. Define acronyms on first use.
- Do not invent figures, vote history, or legal requirements; mark gaps [ADD] or [CONFIRM].
- After the report, list 5 questions officials are likely to ask with short suggested answers.
Highlighted [brackets] are blanks to replace with your own details.
